Liberal Philosophies of Ownership
This chapter discusses three liberal philosophies of ownership: right libertarianism, which advocates an expansive conception of private property and which holds that legitimate and strict rights to such property can emerge through the voluntary production and exchange of self-owning individuals on the basis of initial privatizations of external resources that can be very unequal but nevertheless just; left libertarianism, which modifies the righ…
The Oxford Handbook of Mutual, Co-Operative, and Co-Owned Business
This handbook investigates ‘member-owned’ organizations, whether consumer co-operatives, agricultural and producer co-operatives, worker co-operatives, mutual building societies, friendly societies, credit unions, solidarity organizations, mutual insurance companies, or employee-owned companies. Such organizations can be owned by the consumers, producers, or employees—whether through single-stakeholder or multi-stakeholder ownership. ‘Employee-ow…

Ownership, control and economic outcomes
Ownership is central to how the economic system operates. Yet the topic is widely neglected. This is particularly surprising given the 2007–2008 credit crunch, which created in 2009 the first global recession since the 1930s. Ownership played a crucial role, from the drive for ‘shareholder value’, through to the mortgages for home ownership used to create new financial instruments. The resulting bad debts were taken on by governments seeking to p…

Innovation Policy in a Global Economy
Innovation, networks and knowledge exchange
A number of recent developments across the global economy have combined to put increasing emphasis on economic activity based on knowledge and innovation. This has been reflected not only in public policy towards universities but also in the approach of government—at national, regional and international level—towards both innovation policy and the formulation and promotion of national and regional economic strategies
Systems of Production
Frank Wilkinson’s classic piece on ‘Productive Systems’ opens with a warning against the ‘increasingly dogmatic reassertion by a growing proportion of economists of the beneficial effects of the invisible hand of market forces’. These reassertions, Wilkinson argues, ‘are based not on a careful examination of how economies actually work and have developed but on abstract, a priori reasoning about how they should operate’ (Wilkinson, 1983, p. 413).…
On the Validity of Subjective Measures of Company Performance
Subjective measures of company performance are widely used in research and typically are interpreted as equivalent to objective measures. Yet, the assumption of equivalence is open to challenge. We compared the use of both types of measure in 3 separate samples. Findings were consistent in showing that: (a) subjective and objective measures of company performance were positively associated (convergent validity); (b) those relationships were stron…
HRM Complementarities and Innovative Performance in French and British Industry
A dominant theme in the high performance HRM literature concerns complementarities among individual practices and the positive performance benefits associated with adopting simultaneously a bundle of HRM practices. While there is little consensus over what practices should be included under the “high performance” label, most authors see employee representation and consultation as representing a traditional management approach. Moreover enterprise…
Against the New Economic Imperialism
Classical political economy recognised that what needed analysing, explaining, and acting on was an economic system inextricably linked to the wider political and social systems. Smith and Ricardo, as well as Marx, saw class and the distribution of income as key. Neoclassical economics replaced these social and collective categories with the individual consumer and the marginal product of labour as the fundamental analytical categories-the "polit…

HRM practices, R&D expenditure and innovative investment
UK Labour 'flexibility' is often portrayed as necessary for an innovative economy. Using evidence from the UK's 1990 Workplace Industrial Relations Survey we investigate the relationships between firms' human resource management practices and innovation. Our results suggest that 'low road' HRM practices--short term contracts, etc.--are negatively correlated with investment in R&D and new technology. 'High road' work practices--'high commitment' o…

Wages, government policy and unemployment
In this paper we question the usefulness of what has become the new textbook orthodoxy—the ‘new Keynesian’ NAIRU theory. We then discuss the impact of the policy developments that follow from this orthodoxy, and argue that NAIRU theory has resulted in greater, not reduced, unemployment. Consequently, orthodox economic theory has added an upward twist to the stagnationist, high-unemployment ratchet

Conflict, cooperation and change
Domestic and international economic policy is still dominated by laissez‐faire economics, despite the failure of such policy analysis in the 1980s to have brought about the sort of economic growth and high employment witnessed through the 1950s and 1960s. The dominant feature of international trade theory is the assumed superiority of free trade and non‐intervention. In this paper we argue that the neo‐classical case for free trade is based on in…

New Classical Macroeconomic Theory and Fiscal Rules
This paper evaluates the theoretical basis of New Classical Macroeconomics (NCM) in general, and in particular the basis of one of NCM's main policy conclusions, namely fiscal rules. We analyse NCM in terms of its assumptions of market clearing and rational expectations formations and show how its call for fiscal rules is derived. We argue that NCM is describing a static world with no uncertainty. Indeed, we argue that fixed fiscal rules can only…
