  • Irving Fisher's Spendings (Consumption) Tax in Retrospect

    Open Access•John B Shoven, John Whalley•ARTICLE•American Journal of Economics and…•2005•Referências: 2

Irving Fisher wrote a significant number of papers towards the end of his career on the design of the U.S. tax system. These writings culminated in a book that he wrote with his brother Herbert in 1942. Fisher thought that the double taxation of saving under an income tax was extremely harmful to the economy and he therefore proposed a "spendings" tax or what he referred to as a "real income" tax. Even though he disliked the terminology, he advoc…

  • Real Interest Rates and the Savings and Loan Crisis

    Open Access•John B Shoven, Scott B Smart et al.•ARTICLE•The Journal of Economic…•1992•Citada por: 1•Referências: 12

Real interest rates shifted upwards by four or five percentage points in approximately 1980. The question is why. In this paper we review some of the more popular explanations and point out that they are somewhat inconsistent with the facts. We then present a new explanation which may partially account for the dramatic increase. We suggest that the upward shift in rates may be directly connected with the decade-long crisis in the savings and loan…

    Open Access•Laurie Simon Bagwell, John B Shoven•ARTICLE•The Journal of Economic…•1989•Citada por: 1•Referências: 14

Economists have long been puzzled by why firms pay dividends when alternative methods of rewarding shareholders and financiers exist which involve less taxes. This paper will highlight the fact that firms can distribute cash to equity holders in ways more lightly taxed than dividends. The two methods we examine are share repurchase programs and cash-financed mergers and acquisitions. So why should cash distributions from firms to shareholders eve…

    John B Shoven•ARTICLE•Journal of Political Economy•1976•Citada por: 10•Referências: 1

This article reexamines the incidence and efficiency cost of the discriminatory taxation of capital income in the United States. It is argued that Harberger's 1966 estimates of the static welfare loss were subject to two important mistakes. Their correction lowers the efficiency cost estimates approximately 38 percent. The paper also compares the corrected results of the Harberger model with those achieved with an algorithmic solution procedure f…
