The Pan American Health Organization and the MoHE conducted a rapid situation analysis of knowledge management in July 2015. The findings, analysis, and recommendations were developed jointly with a core team of the MoHE within the context of the strategic plan for h…

  • The interrogation game

Open Access•Donald B Johnson, David Blake Johnson et al.•ARTICLE•Journal of Peace Research•2015•Citada por: 2•Referências: 12

While there is widespread debate about techniques for obtaining information from non-cooperative sources, there is little research concerning the efficacy of different methods. We introduce the ‘Interrogation Game’ as a simple model of the information a source will provide when faced with either (1) an interrogator using coercive techniques or (2) an interrogator offering rewards. The model demonstrates that coercive interrogation results in a ve…

  • Why View all Time from the Perspective of Time's End

    Open Access•Donald B Johnson, David Johnson•ARTICLE•Time & Society•2003

This work sets out to attack Bataille's assumption that life is essentially transient. Using Bergson's anti-teleological thought experiments, I hope to reveal the ludicrous paradoxes involved in seeing the essence of time in time's end. With Bergson, I demand that we consider time to be the whole of its flow. I insist that Bataille overestimates the importance that death has for living beings, and I affirm instead the intensity of lived time and …

  • Excess Burden and the Voluntary Theory of Public Finance

Donald B Johnson, David B Johnson et al.•ARTICLE•Economica•1969•Citada por: 2

The voluntary theory of public finance, originally suggested by Wicksell and Lindahl, and recently clarified and extended by Samuelson, Buchanan, and others, postulates the voter-taxpayer as the basic decisionmaking unit.2 The voter is considered to be demanding, with his vote, marginal quantities of public goods whose to him is represented by the marginal tax he pays. This view of a tax as the paid for public goods was perhaps fostered by Samuel…

  • Some Problems of Cost-Plus Contracts

    Donald B Johnson, David B Johnson•ARTICLE•Public Administration Review•1959•Citada por: 1

W HERE time is short or costs are unknown and unpredictable, it is impractical for the government to follow its usual procedure of soliciting competitive bids. In these circumstances, cost-plus contracts have been used-most widely during wars but recently in nondefense as well as defense research and development programs. For example, it has been estimated that the Atomic Energy Commission spends more than 8o per cent of its annual budget, curren…

  • Dispute Settlement in Atomic Energy Plants

    Donald B Johnson, David B Johnson•ARTICLE•Industrial and Labor Relations…•1959

This article focuses on one of the most difficult problems of national labor policy: What are the limits within which collective bargaining may be permitted to operate in an industry whose product is regarded as indispensable to national interest and welfare? Because of government ownership and interest, as well as the unique character of its product, it would seem that substantial government intervention would be called for in the atomic energy …
