Why Populists Hollow Out Their States
Current debates about democratic decline largely focus on the erosion of electoral, liberal, and other regime-level institutions. Yet executives today also pursue strategies that deliberately weaken the state itself. This essay brings the state back into the conversation by (re)introducing the concept of state erosion to capture processes through which elected leaders weaken the state's essential governance capacities by dismantling or politicizi…

Negotiating universalism in India and Latin America
This is the introductory paper for a special issue which focuses on an exploration of how vertical inter-governmental political and fiscal bargains and horizontal variation in political, social and economic conditions across regions contribute to or undermine the provision of inclusive and sustainable social policies at the subnational level in Latin America and India. The papers incorporate both federal, as well as decentralized unitary states, …
Who benefits? Intergovernmental transfers, subnational politics and local spending in Ecuador
This paper looks at the intervening role that local political elites play to translate government transfers into effective public spending. We want to know whether mayors spend IGTs to provide basic public services or infrastructure works, and whether such investments are instrumental to secure their advantage as incumbents. To test these arguments, we use a combined dataset of local public finances between 2001 and 2015 and electoral results for…

Care transitions from the Emergency Department to home for
Power Above and Below the Waterline
The power relations that underlie poverty and exclusion can make or break development programmes, if not understood and addressed at all stages of design and implementation. Political economy and power analysis represent distinct but complementary approaches to making sense of power in the context of development initiatives. Both approaches are used to provide organisations with a better understanding of key actors and their interests, and of the…
Distributing the Wealth from the Earth
This article explains different criteria and mechanisms for distributing extractive industries (EI) revenues between central and local governments across countries and territories. It reveals that institutional or systemic predictors of distribution are not enough to explain different shares of revenue sharing. The proportion of EI revenues effectively transferred to sub-national governments is neither related to the level of fiscal decentralisat…

Nutrition Policy in the Post-devolution Context in Pakistan
In this article we take a comparative look at strategic opportunities and barriers for action on nutrition in Pakistan's four provinces in the post-devolution context. Provinces have faced historically common constraints of lack of a comprehensive policy and minimal allocations by the state, driven by low visibility of nutrition, siloed working of sectors and weak coalitions. Provinces also face common contextual impediments of poverty, patriarch…
Coalition Erosion and Presidential Instability in Ecuador
This article advances the idea that coalition formation and maintenance in highly fragmented presidential regimes is not only crucial to overcoming policy deadlock, but in some cases, critical to ensuring government survival. To advance this argument, the article looks at the formation and demise of legislative coalitions in Ecuador between 1979 and 2006. The empirical data suggest that paradoxically, government coalitions became more difficult t…
Policymaking in Multiparty Presidential Regimes
This paper explores why two countries with similar electoral, partisan, and presidential institutions, have produced significantly different policy outcomes in Latin America. Brazil and Ecuador are conventionally known as having highly fragmented party systems, where legislators have great incentives to cultivate a personal vote. Presidents are perceived to be strong and to make large use of government resources in order to advance their agenda. …
