Considerable rhetoric exists about returning decision making prerogatives to local agencies rather than centralizing them in Washington. This rhetoric is found in education as well and was operationalized in the Experimental Schools Program (ESP) whereby local school districts were to propose, implement, and evaluate their own programs with minimal interference from the federal agency. This paper reports on one such ESP by examining expenditures …
