The Post-2018 Ethio-Somaliland Relations and Factors Behind its Dynamics
This article examines post-2018 Ethio-Somaliland relations and some major factors shaping them. The study utilised a qualitative approach, involving key informant interviews, archival materials, and published documents. The findings indicate that the post-2018 Ethiopian government’s policy of re-unifying Somalia and of non-intervention in Somalia’s domestic affairs harmed Ethiopia’s previously friendly relations with Somaliland. Furthermore, tens…
The power switch in bilateral return migration management
Why is it so exceedingly difficult for host states to return irregular migrants to their countries of origin? Emphasizing the importance of including the viewpoints of both origin and destination countries, this article argues that there is a ‘power switch’ in the politicized practice of returning migrants from North to South: whereas immigration spells power and control on the destination side, in return processes, the command is reversed, with …
Building a National Army
The nature of civil-military relations in postconflict states where rebel groups won a civil war and built the national army anew is underappreciated and undertheorized. Drawing from a comprehensive analysis of Ethiopia's experience of building a national army from 1991 to 2018 as a case study, this article attempts to fill this gap. The article argues that the rebel-origin of the regime and the army, the ideology underpinning the regime, and its…

Introduction Multiple Transitions and Irregular Migration in Ethiopia
This introductory chapter argues that consideration of multiple transitions sending communities and countries go through, and assemblage thinking will contribute to a more nuanced understanding of irregular migration from the perspective of sending communities. The chapter considers five co-occurring transitions with differing logics: demographic, political, socio-economic, youth to adulthood, and global. These transitions provide the structural …
Governing the economy
Ethiopia has a long history of economic relations in its borderlands. Since the early 1990s, the Ethiopian state began to earnestly entrench its authority in the Ethiopia-Somaliland borderlands. This study examined the governmentalization of the Ethio-Somaliland borderlands in the post-1991 period. Drawing on official data and key informant interviews, the study identifies several techniques of governance that the Ethiopian state instituted to go…

Ethiopian Labour Migration to the Gulf and South Africa
The major objective of the research is to produce evidence-based knowledge on the social and economic impacts of labour migration by looking at the challenges and opportunities of Ethiopian labour migration to the Gulf and South Africa. On the one hand, international migration from Ethiopia could be considered as an aspect of development problem. The major push factors that forces Ethiopian migrants to the Gulf and South Africa are economic/devel…
Ethnic Decentralization and the Challenges of Inclusive Governance in Multiethnic Cities
Ethnic decentralization which could emerge in the form of autonomy and/or federalism has become an important way of responding to the challenges of ethno-nationalist conflicts. Since 1991, Ethiopia has adopted an ethnic federal structure which provides territorial autonomy to its various ethnic groups. This approach to autonomy, however, has brought challenges to multiethnic cities and ethnic borderlands where different ethnic groups coexist. By …
Federalism and Ethnic Conflict in Ethiopia
The (un)making of opposition coalitions and the challenge of democratization in Ethiopia, 1991-2011
A key challenge in the consolidation of a democratic system in transitional countries is the lack of effective opposition political parties to counter the dominance of incumbent regimes. In the case of Ethiopia, to be described in this article, opposition parties are weak, fragmented, and mutually antagonistic. Hence, in order to counter the dominance of the Ethiopian Peoples' Revolutionary Democratic Front (EPRDF), coalitions and alliances have …
Federal Restructuring in Ethiopia
When the Ethiopian state was reorganized as an ethnic federation in the 1990s, both ethnicity and governance experienced the impact of the change. Most importantly, ethnicity became the key instrument regarding entitlement, representation and state organization. For the larger ethnic groups, fitting into the new ethno-federal structure has been relatively straightforward. In contrast, ethnic federalism has necessitated a renegotiation of identity…
