    State governments have experienced considerable institutional change in the last several decades. None appeared at first glance to be as far‐reaching as the legislative term limits that were adopted by over 20 states in the 1990s.     The Republican capture of the U.S. Congress following the 1994 midterm elections provides a unique opportunity to examine congressional control of the bureaucracy. Under the leadership of House Majority Whip Tom Delay (R-TX), Republicans waged an all-out assault on regulation reminiscent of the Reagan years.     The Surface Mining Control and Reclamation Act of 1977 (SMCRA), passed to correct the abuses of surface mining, assigned key implementation roles to the states. While the federal government originally enforced SMCRA, states could operate the program themselves.     As more and more women attempt to enter the private labor market and, more particularly, find themselves without employment, information on how women fare in various governmental job programs becomes especially important.   • Fiscal Dependency and the State Budget Process

    The analysis reported here looks at the impact that dependency on federal aid has on the politics of the state budget process. With data obtained for 58 West Virginia state agencies, the findings indicate that dependent agencies are more assertive in seeking state funds, enjoy greater gubernatorial support for their requests, and are somewhat more likely to get what they want from the state legislature. Those findings, in turn, suggest an alterna…
