Recent U.S. gambling legalization
The decision to legalize gambling in the United States is made at the state rather than the federal level. Most forms of gambling were illegal in most states until a spate of legalizations occurred after 1964. A brief history of gambling legalization is presented. The geographical distribution of looting during the 1977 electrical power blackout in New York City is the basis to assess the correlation between looting sites and poor residential areas in the city. Number of poor persons, as a surrogate measure of a complex of social and economic factors, was regressed on number of looted stores.
