Social Science, Social Policy, and the Poor in Twentieth-Century U.S. History

Alice O'Connor is angry. She is particularly angry at the 1996 welfare changes, which she characterizes as “the end of welfare,” and at what she regards as the liberal complicity in them. She is scornful of “the poverty industry” at think tanks and universities. This poverty industry—dominated by nonpoor white males— has produced what she regards as pernicious concepts such as the culture of poverty and the underclass. Thus there has been an almost exclusive concentration on “individual” rather than “structural” issues, by which she means an attempt to find out what is wrong with the poor that keeps them poor, rather than on questions of the inadequacies of industrial capitalism such as increasing inequality. O'Connor comes to history from a policy background at the Ford Foundation. Her perspective is therefore on recent history, since the 1960s. She looks back nostalgically to the Progressive years for a counter to pernicious more recent developments
