disarmament and passive defense has been improved strikingly in the past three years by bringing them into relationship with military strategy. It is true that it would be a grim task to have to choose which is sounder, the passive defense nonsense of the earlier period, when civil defense was set the task of coping primarily with the prospect that the Soviet Union would without warning dump all its nuclear weapons upon the large population centers of the United States in a vast and senseless slaughter, or the more recent insanities of every man for himself. But that would not be the fair comparison. Behind the wider public debate on fallout shelters has been a less conspicuous policy discussion which has been considerably enriched by linking it with more rational premises about the character and circumstances
