Soviet War Aims and the Grant Alliance

Throughout the second world war George Kennan was a disaffected diplomat who stood temperamentally outside of the passions of war and was on the verge of resigning from the Foreign Service. His various postings between 1939 and 1944 (Prague, Berlin, Lisbon, London) caused him to doubt America's ability to wage war in the service of realistic diplomatic goals. His tenure in Moscow, 1944-1946, convinced him further that the United States was unable to deal effectively with the challenges posed by the Soviet Union. Although respected by his professional colleagues, Kennan was otherwise unknown to officialdom in Washington. Certainly, the President knew nothing of Kennan's analyses of the USSR during the war and probably would have discounted them in any event, because they varied sharply with the administration's line. By the spring of 1946, however, thanks to the interest shown by James Forrestal, Kennan had become widely recognized as an expert on Russia and had authored a work, the 'Long Telegram', destined to become a seminal document of the cold war
