Popular attitudes and perestroika

SOVIET TRADITIONS differ from those of many contemporary Western societies in the degree to which official doctrine legitimises states of affairs and determines the rigour of adherence required by citizens. Although the room allowed for dissent is expanding at unprecedented rates in the era of glasnost', recent debate in the Soviet Union is nevertheless evidence of an ongoing change in established ideology and of a deliberate attempt to change public opinion correspondingly as a precondition for perestroika. The attitudes of specialists and of the general public concerning wage inequality, prices, state expenditure, unemployment and private activity are reviewed below as they appear in the public debate and in public opinion surveys. Deeply rooted in long-standing ideological and cultural tradition, they seem to change slowly, and it is concluded that adverse popular attitudes, ranging from popular misconceptions to genuine dilemmas and conflicts of interest, are a major brake on perestroika
