A note on grain statistics

IN his stimulating article in Soviet Studies, vol. XVIII, no. 4 (April 1967), pp. 399-434, Professor Karcz carefully examines the well-known comparison of prewar and postwar grain production made by Stalin on 28 May 1928. The table cited by Stalin, which was supplied by Nemchinov, purports to show that in 1926/27 'commodity grain (extra-rural)' amounted to 630omillion poods (10-3 million tons) or 13.3% of the total grain harvest, against a 'prewar' figure of 1,300o6 million poods (21.3 million tons), ,6o?/% of the harvest (see Table i). Professor Karcz concludes that 'the famous tabulation con/ains a comparison between two incomparable magnitudes' and is a 'magnificent Stalinist hoax' (pp. 405, 410). He argues that the prewar figure refers to 'gross marketings', his term for 'all off-farm sales other than those within the agricultural sector', while the 1926/27 figure refers to 'net marketings', his term for 'gross marketings' less 'amounts subsequently repurchased by the rural population or by farms through retail trade or government allocations' (p. 403)
