Promoting sustainable livelihoods

Gordon Brown has high and admirable aspirations for welfare reform. In his foreword to the recent Green Paper No-one written off he states these as being ‘delivering personalised services tailored to individual needs, giving more freedom to frontline professionals and increasing people’s control over the services and support they choose to access’ (DWP, 2008, p 5). For such policies to be successful, it is essential to understand people’s own strategies and aspirations, the assets they bring and the barriers they experience to achieving and sustaining work. This article is based on in-depth research carried out by Church Action on Poverty’s ‘Thrive’ project and Oxfam with households experiencing long-term poverty in the North East of England since 2006, using an internationally recognised sustainable livelihoods approach
