Click to increase image sizeClick to decrease image size Notes 1. In using this terminology I draw on James McGregor Burns (1978 Burns, J.M. 1978. Leadership, New York: Harper and Row. [Crossref] , [Google Scholar]) seminal study of leadership in which he distinguishes transactional leadership from transformational leadership. Transactional leadership mediates among and accommodates the interests to those subject to leadership as those interests are understood prior to and independent of the exercise of leadership. Transformational leadership, as the term implies, is a relational process in which prior understandings of interests and values are reconceptualized in light of the ongoing experiences of relationship and interaction within the community that is being led. It would be interesting to consider further the relationship between the concepts of leadership and expertise and to ask whether in fact it is not leadership, rather than expertise, that ought to be central to a democratic theory of science and technology governance
