This study aims to examine the ‘Active Leisure Program’ and its implications for the ‘Health Academy Program’, an initiative of the Brazilian Ministry of Health in a country located within the Global South. For decades, public policies in Brazil have promoted the practice of physical activity. However, when such initiatives fail to consider key social markers, elements that are essential for designing effective public policies, they fall short in fostering sustained engagement in physical activity among the population. The methodological approach involved documentary analysis and a comprehensive literature review, within the framework of a qualitative research design. Active Leisure can significantly contribute to public policies in Brazil and to the health sector more broadly, provided that social markers such as age, gender, ethnicity, and the socioeconomic status of social groups are properly acknowledged, and that equitable access to materials, spaces, and equipment for physical activity is ensured
