A question of particular concern to leaders of nations is how to promote the changes in individual behaviour which will facilitate, indeed allow, the accomplishment of whatever national objectives the nation's leaders may have established for their people. Any effort aimed at changing the behaviour of citizens is a combination-often not very subtle-of persuasion on the one hand and coercion, or the threat of coercion, on the other. There has been a tendency in scholarly analysis, however, to understress the coercive side of change stimuli. In a recent momumental study of modernization in Asia, Gunnar Myrdal noted the tendency to confuse the absence of compulsion with democracy in the developing areas
