P.G. Lim and the Struggle for Equality

P.G. Lim's 1971 appointment as Malaysia's Deputy Permanent Representative to the United Nations with ambassadorial rank gave rise to prolonged negotiations over the allowances, facilities, and privileges attached to her post. Drawing on correspondence among the Ministry of Foreign Affairs, the Public Service Department (JPA), and the Treasury, this article demonstrates that the 1969 introduction of equal pay resolved gender disparities in basic salary scales but left intact the household-based structure of entitlement that treated male officers as the normative claimants to family-based entitlements. P.G. Lim's case shows how as a senior female officer, her intervention secured partial revisions, but only through discretionary, ad hoc adjustment rather than any principled commitment to equality. The article traces how these assumptions were codified in the JPA's 1972 circular on women officers' allowances and facilities, and how they were later modified through subsequent reforms without being fully displaced. Her experience thus reveals how women's advancement in elite state service could be publicly celebrated while the material rules of bureaucratic entitlement remained persistently unequal
