The article discusses the concept of moral economy coined by E. P. Thompson, which places moral excellence at the heart of the legitimation to govern, through the study of charity, which dominated the relation between privileged groups and the common people, legitimizing the power of the former. The article analyzes essays written in 1777 “on the means of eradicating mendicancy by making the beggars useful to the state without making them unhappy.” The debates reflected in these essays allow us to inscribe E. P. Thompson’s thesis in the greater intellectual and political context of religion, human rights, Enlightenment, and the aspiration of a part of the population to political equality.
