The Rome that greeted Vespasian and his supporters on their arrival in late summer or early fall of 70 CE, exhibited both large-scale burned over areas and the architectural excesses of Nero's last years. To emphasise the restoration of religious and civil order, work began almost at once on the reconstruction of the Temple of Jupiter Optimus Maximus. The buildings of the Flavians, like those of their predecessors, expressed many different themes. They commemorated the restoration of public order after the internecine warfare of 68-69 CE. They provided suitably impressive venues for political life in officially approved state settings (the Temple of Peace, the Forum Transitorium, Domitian's planned Forum Magnum on the site of the later Forum of Trajan). They monumentalised the emperor's piety, imperial and familial (the Temples of Capitoline Jupiter, Vespasian and Minerva).
