A change of considerable magnitude has occurred throughout the world during the past two decades. Populations and the territories they inhabit, previously under the hegemony of others, have attained the status of sovereign states. The evidence has become apparent, however, that to be a state does not necessarily mean to be a nation. Within their territories, many of these states have not yet welded through law and sentiment an internal hegemony which is a mark of national identity
