Tracing the ascendancy of conservative think tanks as incubators of public policy, Right Moves offers a brilliant analysis of key trends that gave us the Donald Trump presidency. Jason Stahl relates the history of the two predominant conservative think tanks, the American Enterprise Institute (AEI) and the Heritage Foundation (with occasional remarks on the Hoover Institution and the Cato Institute) as well as the Democratic Leadership Council and its adjunct, the Progressive Policy Institute (DLC-PPI)—all told against the backdrop of the older Brookings Institution and the “technocratic liberal consensus” it allegedly represented in the mid-twentieth century (p. 13). The idea of a prevailing “liberal consensus” at midcentury has often been overplayed—and the same may be said of Stahl's treatment—but here it figures usefully as a touchstone, not only for the ideal of objectivity and “analytical rigor” (p. 75) Stahl associates with “technocracy” but also for the role Brookings played as the conservatives' foil
