The principal thrust of this paper is that in the light of continuing social deprivation in rural areas of England and Wales assessments of the statutory planning system have generally tended to understate the limitations inherent in the public policy process. We outline the narrow scope bestowed upon planners given their role as state officials, as functionaries of devolved government and as public servants charged inter alia with responsibilities for influencing the deployment of private resources, and conclude that future research should place greater emphasis upon the conflicts underlying policy decisions and their relationship to sustained inequity.RésuméČest à la lumiére de la dégradation sociale persistante des régions ruralcs de ľAngleterre et du Pays de Galles que les auteurs de cette article avancent ľidée que les contraintes imposées par le systéme réglementaire de planification ont, en général, tendu à atténuer les limites habituelles des politiques publiques. lis esquissent le champ étroit qui est dévolu aux planificateurs, sachant qu'ils sont à la fois représentants de ľEtat central, fonctionnaires ?un pouvoir subordonné et agents publics chargés notamment ?infléchir le déploiement des capitaux privés. Ils concluent en souhaitant que les recherches futures s'intéressent plus aux conflits qui sous-tendent les décisions politiques et à leurs rapports avec le maintien de ľinégalité.KurzfassungAngesichts der andauernden sozialen Deprivation in ländlichen Gebieten Englands und Wales' wird in dem Beitrag herausgestellt, daß Beurteilungen des gesetzlichen Pla-nungssystems allgemein dazu neigten, die inhärenten Begrenzungen im öffentlichen politischen Prozeß zu unterschätzen. Es wird der begrenzte Wirkungsbereich der Planer darge-stellt in ihrer Rolle als Staatsbeamte, als Funktionäre einer bestimmten Regierung und als öffentlich Bedienstete, denen unter anderem die Aufgaben übertragen sind, die Entfaltung privater Resourcen zu beeinflußen. Zukünftige Forschungen sollten daher mehr Gewicht den Konfliktcn, die politischen Entscheidungen zugrunde liegen, und deren Beziehungen zur anhaltenden sozialen Ungleichheit beimessen
