Centralization in State-Local Fiscal Relationships

IT IS BECOMING more common to study state and local intergovernmental relationships and particularly centralization, both because these relationships are being recognized as important, and because the relationships appear to be changing. Centralization relationships between states and localities are being studied as an object of analysis (how do they differ, how are they changing) and in terms of how they are affecting each level of government. The purpose of this paper is to argue that in pursuing this area of study, the conceptualization of the different kinds of centralization relationships which exist has not been very clear. Specifically, there has been a failure to distinguish between the division-of-labor situation of state and local governments, and the exchange activity between governments. The former involves a separation of activity between levels of government, while the latter involves interaction between levels
