A recurrent theme in accounts of the economic competition between nations or regions is the technological ascendancy of developing economies and the obsolescence or laggardness of mature economies. This thesis (that economic units which first experience industrialization subsequently suffer a penalty because they are unable, for a host of economic, technological, and institutional reasons, to keep pace with changes in technology) appears frequently in accounts of Great Britain's economic history and is a staple issue in development economics.l This theme has also appeared frequently in histories of the American cotton-textile industry, particularly in terms of the inability of New England firms to compete with the newer cotton mills of the
