There are more Negroes in Georgia than there are in any other state. The current census reveals that Negroes comprise thirty-four per cent of the State population or 1,084,927.1 There are 360,283 Negroes in the State between five and nineteen years of age. The old State Constitution, the new Constitution of 1945, and the Georgia School Laws of 1937 establish the legal basis for separate but equal educational opportunities for all the children regardless of race or geographical location within the state
