India's New Birth Rate Target

The Desai government in India has reduced the birth rate target for the national family planning program so that a birth rate of 30/1000 necessitating a fall from the current 37/1000 will be attained by 1983. This is a downward revision from the unrealistic Ghandi goals. In setting demographic goals 3 factors influence the required acceptor recruitment: 1) the time available in which to meet the target; 2) the contraceptive methods chosen by acceptors; and 3) the proportions of different age groups among the acceptors. Any projections of required recruitment necessitate certain initial data e.g. total population size age structure proportions married. 4 different strategies are projected by combining 2 different time paths with 2 types of programs 1 relying on a mix of methods and 1 relying solely on sterilization. Various annual rates of recruitment are projected for these 4 strategies. It is recognized that any program produces associated changes in other demographic measures i.e. death rate rate of natural increase fertility rates by age and age structure. Further downward revision of targets will be necessary
