Developments in the methods of assessing population trends are discussed and their implications for population policy are considered. 2 conflicting influences on population change are identified--the Malthusian principle of a growth potential so great that limitation by disease famine and war is inevitable; and concern over population decline as a result of birth limitation originating in the last century termed fear of race suicide. These are the 2 demons of the essays title that have alternately troubled scholars and policy makers since Malthuss day. (authors)
