As an increasing number of professions seek to license, certify, register, or otherwise establish the competence of their practitioners, the consumer public is being told that such efforts, licensing in particular, are necessary to protect them against incompetent professionals and service providers. The logic for the behavior of these regulatory bodies is quite interesting given the absence of any demonstrable evidence that they have succeeded in improving the delivery of services or in otherwise protecting the public against the incompetent professional. The purpose for these regulatory behaviors becomes even more circumspect when we consider the manner in which licensing, the most stringent form of occupational regulation, is typically initiated. In the course of this article, I will very briefly address some of the more pressing problems involved with professional licensure, certification, and registration. Those problems include demonstration of the relationship of credentialing boards to protection of the public interest, establishing the job relatedness of assessment instruments, discerning and removing test bias, determining the contribution of poor-quality education to the disproportionate number of minorities who are denied certification to practice, and the need to make credentialing boards more aware of the plight of those subgroups who are adversely affected by their policies
