Financial Underdevelopment in the Postbellum South A financial system which is able to mobilize capital and transfer it into productive uses is an important factor in economic development. The failure of the postbellum South to develop an efficient system of banking and credit most likely played a significant role in that region's continuing relative economic underdevelopment. Southern financial underdevelopment in the years immediately following the Civil War should not be particularly surprising, but what is noteworthy is the failure of the southern financial system to recover over a long period of time, even up to and beyond the turn of the century.
