The Cuban Sugar Economy and the Great Depression

By 1925, Cuban sugar production had expanded to more than five million tons and comprised more than one-fifth of annual world caneand beet-sugar production combined. World production had itself increased by one-third between 1920 and 1925, however, and sugar export prices in the latter year were at their lowest levels since 1914. In this 'crisis of overproduction', Cuban nationalists foresaw the ruin of the smaller-scale agricultural and industrial sector of the sugar economy in which Cuban interests were concentrated. The strongest candidates for survival in any protracted crisis of profitability were judged to be the more modern, large-scale agro-industrial sugar complexes in US ownership or ccntrol. The most pessimistic of Cuban forecasts underestimated the drastic fails in production and prices that would accompany the Great Depression of the 1930s. By 1932, production was less than half, and prices a little more than one-third, of their levels of 1925. The value of total sugar exports fell from US $298 millions in 1925 to US $58 millions in 1932 with sales to the US market, restricted by protectionist policies, falling from US $209 millions to US $39 millions for the same years. In the event, and against most 'rationaP expectations, the technologically and financially weaker Cuban interests in the sugar economy emerged from the Great Depression strengthened at the expense of their more powerful US counterparts. This paper considers the nature and background of the 'nationalist project' for the survival of the Cuban sugar economy from its evolution in the crisis of 1925 to its implementation in the politically turbulent years of the Great Depression
