This paper discusses some aspects brought by the Territorial Development Policy Rural MDA, specifically the College Territorial (Codeter) Planning in the High Hinterland Sergipe. The structure of work in the first section, reported to the vision of more territory by presenting an integrated approach to the idea of development and its consequences. In the second section gives the idea of development from a territorial approach and the final section presents a characterization of the area under study and presents the preliminary aspects observed in relation to the institutional arrangement created: the Codeter a democratic space for discussion and approval of claims projects of interest to the territory, breaking the traditional barrier of municipal interests.
