Evaluations of community initiatives have often been problematic, caught between performing a variety of different roles that are sometimes at odds with one another, struggling to speak to a range of different audiences simultaneously, and often falling short of providing either sound evidence of impact or sufficiently timely feedback. These challenges can be particularly complex in multi-site initiatives, where the requirements for local learning and cross-site evaluation may differ. This article explores the attempt to address these challenges through a two-tiered evaluation design, by reviewing the experience of a ten-year, multi-site demonstration, the Neighborhood and Family Initiative (NFI). In doing so, it highlights the contextual, political, and organizational influences that shaped evaluation choices and activities, and draws some practical conclusions regarding how to promote evaluation that is both responsive to local needs and provides for broader knowledge building in the field
