Party Funding and Campaign Financing in International Perspective

Issues relating to party funding and expenditure on election campaigns arise with increasing regularity as a topic of public concern, not least in the UK. This comprises three major specific issues, clearly set out in Hiebert's chapter in the book under review: These issues have become of increasing importance in a number of countries for a variety of reasons. Parties can no longer rely on large amounts of ‘free labour’ from their dwindling number of (ageing?) members at election time, and so have to employ people for some of those tasks and devise other means of contacting and influencing the electorate, which requires money. This may also be relatively expensive, certainly much more so than the ‘traditional’ costs of printing leaflets (often distributed without charge), designing and erecting posters and billboards and hiring rooms for meetings—even if use of the most expensive forms of information dissemination (advertising) via TV is either precluded or strictly limited. More money is needed to mount campaigns, which raises issues of where and how it can be obtained. Few political parties have memberships providing sufficient income through subscriptions and various fund-raising activities to sustain campaigns in individual constituencies let alone nationally, so they have to seek large donations from wealthy individuals and/or interested parties such as trades unions and corporations. Political campaigns need more money and the recipients are increasingly reliant on relatively few donors—who are rarely disinterested
