Picking Winners

Federal grant allocation procedures often rely upon the granting authority's technical ability to judge the merits of different applicants as a basis for selecting those to be funded. The rationale for such selection procedures, how these procedures are organized, and their results are the general issues of concern in this study. The specific context in which these questions are addressed is the Model Cities Program. Cities were chosen to receive initial planning grants for this program through an intricate selection process developed by HUD. The fundamental assumption of this selection process was that by using expert judgments made by federal staff, HUD could pick winners; that is, they could select those applicants who would be most likely to achieve Model Cities Program objectives better than could be done by random choice, first-come-first-served, or some other system of selection. By comparing the federal ratings given to applicants with measures of actual program outcomes, we attempt to estimate the extent to which this assumption provides a useful guide for grant allocation policy
