Protest theories and the left in power

Recent studies emphasise the short‐lived and tenuous nature of protest politics in Western capitalist democracies. Through timely reforms, the capitalist state is said to channel and weaken fundamental challenges to the political, economic and social order. This article examines the Italian Communist Party (PCI) and its relationship with protesters in Turin, Naples and Florence, cities governed by the PCI since 1975. It finds that recent studies have too quickly generalised about the nefarious effects of political reforms on protest groups and aims. In these three Italian cities, reforms have had very different impacts on protest politics. Sometimes, they have furthered ‐ not retarded ‐ political mobilisation. At other times, reforms have not been attainable through the structures of the capitalist state. But in none of these Italian cities can reforms be said to have been the major way by which protest politics has been limited or constrained
