Studies of the geography of capital should consider the ways in which coalitions of managers choose to pursue alternative strategies and courses of action. The idea of strategic choice denies that the responses of capitalists and managers to their operating environments can be reduced to institutional needs or structural position. The paper considers the development of differing strategies towards labour in the British coal industry during the early interwar period. In particular, the policies of coalowners in South Wales and Nottinghamshire at the time of the 1926 dispute are compared in an effort to establish how management practice related to economic context. Differences between inland and coastal coalfields have usually been explained in terms of their product markets. This explanation is criticized for neglecting the significance of costs of production. In South Wales increasing costs of production were understood as caused by State interference and higher wages. Lower wages would cut costs and raise productivity. Coalowners in Nottinghamshire shared the antipathy towards Government control but, in contrast, saw high wages as a worthwhile investment which ensured good labour relations and economic production. These differing strategies had important consequences for the development of each coalfield
