College administrators need to understand staff development as an integral part of the total process of organizational development. In practice the two have often been separated with the former viewed as the acquisition of new information while the latter has involved reorganization, thus moving old problems to new locations. Most administrators already know more than the existing organization permits or encourages them to use. In this paper, a six stage paradigm is suggested as one conceptual framework within which a college may identify and act upon its staff development needs
