Teachers College, Columbia University, fifteen papers were directed toward the major theoretical and empirical considerations of the broad topic: Education in Depressed Areas. The papers formed a concerted attempt to analyze the unique characteristics and roles of the school in the urban setting; the nature of existing and required instructional procedures; the characteristics of personnel and material resources; and the scope and dimensions of the problems faced in urban schools. In opening the first part of the report of that work conference a book titled Education in Depressed Areas-I wrote
