However, the United States spends only 4.1% of GNP on primary and secondary education, which is less than many industrial countries, including Switzerland (5.8%), Japan (4.8%), and Germany (4.6%). About 40% of U.S. educational spending goes to higher education, which is substantially more than in other countries
