Naval and military history occupies a marginal position in the academic discourse, reaching a mainstream audience only by participating in mainstream debates. This study of the role of British naval and military attachés in Berlin between 1900 and 1914 is firmly located in the continuing debates on the origins of the First World War, and British policy towards Imperial Germany. That the attaché reports were long ago weeded from the Admiralty and War Office files at the National Archives reveals how much has changed in our attitude to the period, and to the evidence we require to address the issues that contemporary scholars find compelling. Seligman has successfully filled many of the gaps from the files of other departments, notably the Foreign Office, and the personal papers and recollections of the attachés. With a significant sample of the reports to hand it is possible to ask whether these reports influenced British policy, and if so in which direction. Did they promote the idea that German aggression was imminent? Recent concerns about ‘dodgy dossiers’ are not without resonance
