The main purpose of this study is to test whether the postmaterialism hypothesis is generalizable to a transitional phase of the European Republics of the Former Soviet Union. I hypothesize that postmaterialist values positively afftct protest potential, controlling for political orientations, grievances, social ties, and soaodemographic characteristics. The data come from the 1990–1991 Survey of Soviet Values, a representative sample of the European portion of the former Soviet Union. A multivariate analysis shows that both postmaterialist values and political orientation are more important in explaining protest potential than social ties or grievances, even if demographic characteristics are controlled The results provide the basis for a synthesis of several explanations of protest potential, expanding the postmaterialist explanation to a transitional society and including the relevant theory from a broad literature on social discontent
