The European Advisory Commission (EAC) was established among the Big Three in I943 to provide for long-range planning in the latter part of the war and thereafter. Its birth reflected in miniature the strategies of the three allies and, indeed, set the stage for the problems of the uneasy peace that was to come. If the aim of the EAC was diplomatic co-operation by the victorious nations after the cessation of hostilities, it must be considered a monumental failure
