It is a truism that a country's foreign policy is based on concern for its national interests; it follows, therefore, that those responsible for making foreign policy decisions look at another country with regard not so much to the ideology of its government, but rather as to whether its foreign policy is compatible with their own national interests. None the less, such decisions are not made in a vacuum, and, consciously or unconsciously, politicians and officials are affected by their opinion of the nature of a foreign government when formulating policy with regard to that government
