The record of the early Ministers of Information during the second world war has been contrasted unfavourably with the later achievements of Brendan Bracken. So perhaps the ministry's initial inadequacies have understandably tended to dominate recent discussions of pre-war preparations. Either the planners themselves are shown up as knowing nothing about propaganda or, when they did show signs of the required expertise, senior civil servants are accused of being obstructive, the Treasury of being financially stringent and the Foreign Office of frustrating preparations for war by its jealous determination to keep control of Britain's peacetime publicity overseas. There has been a notable tendency to repeat as unassailable the arguments of certain pre-war propagandists who insisted that information should assume the status of an armament
