The Impact of Military Technology on European Income Distribution Between I500 and I650 real peasant income fell sharply (perhaps by as much as half) almost everywhere in Europe: in Eastern Europe as a direct result of the enserfment of a previously free peasantry; in Western Europe at least as an accompaniment to the sharp rise in taxes that peasants had to pay to the new nation-states. Although historians have traditionally interpreted the rise of serfdom in Eastern Europe and the impoverishment of the peasantry in Western Europe as two different phenomena requiring separate explanations, I argue that they are simply two different reactions to the same stimulus: the development of the firearm into an effective weapon which enabled the upper classes to exploit the peasants more harshly
