Theories that predict aggregate legislative outcomes on the basis of individual legislators' preferences are difficult to test because measures of preference typically are represented on an abstract scale, such as a 0-100 score, while many policies are represented more concretely in terms of, for example, dollars of appropriations. The author introduces a technique which overcomes the difficulty of comparing preferences and policies and which produces concrete estimates of individual congressmen's ideal points that permit relatively direct tests of spatial theories of legislative outcomes. The technique is applied to the House's decision on NSF authorizations, and its limitations are stressed in a concluding discussion
