Though Arab countries are, generally speaking, developing countries in need of foreign capital, they number amongst them rich capital exporting countries. Hence it is only natural that substantial inter-Arab capital flows, of both a developmental and commercial nature, take place. As far as developmental flows, they have been well documented and studied.' Oil rich Arab countries have given their brethren countries considerable amounts by way of aid. What is not well documented or studied is the flow of commercial capital within the Arab world, this despite the frequent calls and appeals for more inter-Arab investment by the oil rich countries. This is to be expected in view of the smaller size and role of commercial capital flows in comparison with developmental capital. None the less, there have been substantial commercial investments by oil rich Arab countries in other Arab countries particularly by Kuwait. While Kuwait's investments in advanced countries have been highlighted, speculated upon and written about, its commercial investments in Arab and Third World countries have received much less attention.
