The process by which more than 15 percent of the Soviet Jewish population have been able to emigrate from the USSR despite the Soviet ideology that does not accept free emigration is explored. The author concludes that the changing volume of Jewish emigration over time reflects the changing dynamics of the Soviet domestic situation. Emigration policy is seen as a useful indicator of the magnitude and direction of reform in the USSR. (ANNOTATION)
