Despite this premature obituary and three others which were quite similar, the Miami mounted patrol celebrated its 35th anniversary in January 1983. The fact that Miami's city administration has been forced to publicly -reverse its termination perspective on this police service four times may, at first, seem to be a trivial issue. Inherent in the case study of Miami's experience with the mounted patrol, however, is an important lesson for public administrators who increasingly are being forced to make hard decisions on program reductions or terminations. Since this article illustrates the difficulty of terminating municipal services in an emotional environment, a brief history of the Miami mounted patrol follows to provide the reader with some understanding of the strong public attitudes that existed against the abolition of the patrol
